Collective Security is an arranged system of security, which relies on an organization to maintain peace in sovereign member states. To defend global peace, member states agree to use the same system to address breaches of peace and to respond to threats.
The peace ambassador, Prem Rawat, said that the greatest problem all around the world today is that people are not in peace. In fact, the idea of Collective Security started between 1920 and 1935, after the failure of the League of Nations to preserve global peace. The objective of this article is to define whether Collective Security can lead to peace.
Does Collective Security lead to peace?
Collective Security leads to peace if the confrontation is not between member states
The objective of the collective security is to preserve peace among member states. Therefore, if any attack is inflicted on a member state of the system, the collective security would act to protect it from any aggressor. To say it differently, when conflicts happen to members of the collective security, no state can remain neutral toward the aggressor, which has caused the breaches of peace.
Thus, to achieve sustainable peace among the member countries, it is essential that all participating states are involved in the conflict until the aggression is neutralized. Thus, it might result in a long-term war, which confirms that it is difficult for collective security to promote peace in the world.
Collective security can defend universal peace if members are not focused on their own interests
Within the collective security, all member countries are committed to maintain security and serenity against war. However, their main preoccupation is to defend harmony within member states rather than keeping world peace.
During the peacekeeping process, some state members may take sides and do not actively participate in the neutralization of the aggressive state. As a result, it is difficult for collective security to defend universal peace.
Collective security can achieve peace if member states have enough resources
A possible reason why collective security fails is due to lack of financial resources, which are needed for conflict management and resolution. When a member state is severely hit by the economic slump, it is normal that it will use most of its resources on the survival of its population rather than on war.
Thus, when that country is in conflict, the collective security may not protect it because it failed to participate in peacekeeping initiatives when a member state needed its support. As a result, it is vital that all member states have a well-developed economy and adequate resources in order to take effective steps against the perpetrators of peace.
Collective security can lead to peace if sentences can be applied to member countries
Internal conflicts may often occur within the members of collective security. However, the sanctions cannot be implemented to any permanent member state even if it has made a breach of peace.
As a result, it can be said that it is difficult to resolve internal confrontation or international skirmishes through the collective security. That is certainly the reason why Prem Rawat stated that peace is what the world needs the most.
